Why does Texas have literally half the number of illegals as Calif. but a higher rate of infant mortality?

because cal has a hospital every twenty miles with NO chance of anybody screaming "illegal".. Texas )southern) has a hospital every 100 miles on avg and actually look for people breaking the law. imagine that , actually looking for criminals..
